Income Maintenance Consortia

State, Tribal and County Income Maintenance Agencies determine eligibility for BadgerCare Plus, FoodShare, Medicaid and other programs and manage their ongoing benefits. Most people are served by their County Income Maintenance Agency. In 2009 the Enrollment Services Center (ESC) started providing income maintenance services to adults without dependent children who live throughout the state.

Starting in January 1, 2012, most income maintenance is going to be provided by county agencies that are part of a group called a consortium. Members may continue to get help applying for and managing benefits at their local agency that will be part of the new consortium. The goal of this change is to improve customer service and better manage enrollment services.

The Income Maintenance Consortia efforts will not change member benefits or how services are received.

Cases currently managed by the ESC will be transferred to the individual’s county agency that is part of a consortium. When this change happens, members will receive a notice of their new agency and its contact information.

If members live in Milwaukee County and their case is managed by Milwaukee Enrollment Services (MilES), there will be no change.

Additional information about this project can be found below. If you need additional clarification or have any urgent questions, please email DHS staff at DHSIMRegionalization@wisconsin.gov.
