Be a Community Partner
The Wisconsin Department of Health Services encourages community-based organizations to help people apply for BadgerCare Plus. By creating partnerships with local agencies,
community-based organizations can help individuals and families enroll in BadgerCare Plus and educate
people about the program.
There are many ways that you can help insure families in Wisconsin:
Community partners who want to be
identified as qualified to submit Express Enrollment (EE) for
Children, must complete the provider
enrollment application on the
(exit DHS). From the Portal home page, the application can be
accessed by clicking on the Express Enrollment for Children link located in
the Partners box on the right side of the page.
ForwardHealth no longer
accepts paper EE applications.
Partners have the opportunity to review the
at the beginning of the enrollment process. Links to the criteria are also

Help people apply online via ACCESS at access.wi.gov. There are four tools on ACCESS that you can use to:
Help people to apply,
See if they are eligible,
Check the status of their benefits, and
Report their changes.
Help to educate people about changes to the program. It is now easier for people to apply for BadgerCare Plus.
Help your customers stay healthy by providing them with brochures and information
about what they can do for their health. We also ask that you
