Explanation
of the Birth to 3 County Directories
The Wisconsin Birth to 3 Program maintains three separate
Directories of contact people and agencies associated with
each county-administered early intervention program. An
explanation of the different types of listings is included here. To report
an out-of-date or missing listing, or any other problems with this information, or to
request print copies of one or more of these Directories, please call (608) 266-8276.
A listing of State and Regional Birth to 3
staff is also available.
Note: Each listing begins by identifying the Administrative
Lead Agency for the county. In Wisconsin, early intervention services are
provided at the local level through the county system of government. Each of the 72
counties has identified a Lead Agency that is responsible for the
program. Most counties have the Community Board or Human Services Agency as the
administrative lead. A few counties have the local Public Health Agency as the
administrative lead.

| PRIMARY POINT OF REFERRAL: Each county has identified a designated
central point of access, a person who handles all referrals into the county program and
can provide general information to parents, other family members, and providers on the
intake process and the services available through the county Birth to 3 Program. |
| PROGRAM
COORDINATOR AND ADMINISTRATIVE CONTACT: The county program coordinator is
responsible for program development and would be contacted about programmatic issues
including local planning, child find and public awareness activities, interagency
agreements, and services offered by the county. The county administrative
contact is responsible for the overall management and administration of the county
Birth to 3 Program and would be contacted about fiscal and contract issues. |
| PROVIDER: Each county has a network of early intervention providers
who provide services to families under the county's Birth to 3 Program. These
providers may be county staff, contracted agency providers, or private practitioners who
work with the county system. |
