Information for County Birth to 3 Programs
In Wisconsin, each of the 72 counties are responsible for providing Birth to 3 services
as outlined in the Individuals with Disabilities Education Act (IDEA) 2004, a federal law
that governs how states and public agencies provide early intervention, special
education, and related services to children with disabilities. The Wisconsin administrative
code (DHS
90) is designed to match the federal guidance.
This section provides guidance and resources to support counties in serving Birth to 3
children and their families.
