The Individuals with Disabilities Education Act (IDEA) signed into law on
Dec. 3, 2004 requires the Wisconsin Birth to 3 Program to develop a
State Performance Plan (SPP) evaluating the state's implementation of Part C
regulations and describing how the program will improve the implementation. In addition,
the program is required to file an Annual Performance Report (APR) to report
to the U.S. Department of Education (DOE) Secretary on its performance according to its SPP targets.
Both the SPP and APR are also required to be posted on the web site for the
public to view.
