About Disability Determination Programs and Services

In accordance with federal Social Security Administration regulations, the Wisconsin Division of Health Care Access and Accountability, Disability Determination Bureau (DDB), determines if Wisconsin residents applying for disability benefits meet the criteria for any of the following.

Social Security Disability (Title II)
Supplemental Security Income (SSI)(Title XVI)
Medicaid (Medical Assistance) (Title XIX)
Katie Beckett Program (Birth through age 18)
Medicaid Purchase Plan (Age 18 and older)

Expedited Payments for Supplemental Security Income (SSI) Applicants with Disabilities

If it appears to be highly likely that an SSI applicant’s disability claim will be allowed, DDB can authorize an early start for disability benefits and Medicaid coverage, while DDB is still completing their development of the claim. During 2009, 17.6% of SSI allowances were expedited in this manner, up from 15.5% during 2008.

Service on New Claims

During 2009, 45,951 new disability claims were processed by DDB.

Service on Appeals and Reviews of Claims Approved in Prior Years

During 2009, DDB also processed:

• 10,903 appeals of new claims that were denied.
• 5,844 reviews of claims approved in prior years (to determine if the individual still has a disability).
• 1,164 hearings on claims appealed after DDB had determined that the individual no longer had a disability.
• 3,263 Assistance requests on claims sent to other claim processing components.
