Re: Appointment of Bureau of Community Mental Health Director
I am pleased to announce that Joyce Allen has been appointed to serve
as the Director of the Bureau of Community Mental Health. Her appointment
will become effective on December 15, 2002.
Joyce has served as the Interim Director of the Bureau of Community
Mental Health since February, 2002. In her role as the Interim Director,
she has successfully guided the Bureau through a very difficult time of
staff vacancies and budget reductions. Joyce's strategic planning skills,
willingness and ability to collaborate with various stakeholders and her
vision and commitment to develop recovery oriented mental health services
in Wisconsin will be of great value to us as we face upcoming challenges.
Prior to her assignment as the Interim BCMH Director, Joyce has worked
as the primary staff for the first Mental Health/Long Term Care Steering
Committee. She also has county level experience because she has served as
the Deputy Director of the Milwaukee County Department on Aging and was
active in advocating for age appropriate systems and services for older
people with mental illnesses. Joyce was an active participant on the Blue
Ribbon Commission (BRC), serving as a departmental liaison from the BRC to
the Long Term Care Redesign Initiative. In that capacity she provided
support to various BRC subcommittees. Joyce has assisted the Bureau of
Community Mental Health with the MH/AODA Redesign effort since last fall.
Joyce is an alumnus of the University of Wisconsin-Madison with a
bachelor’s degree in sociology and a master’s degree in Social Work
Administration from the University of Wisconsin-Milwaukee. Joyce’s
twenty-three years of experience in human services began as a counselor in
a residential treatment program for adolescents.
Joyce has been the Assistant Director of the Office of Strategic
Finance and has been with the Department of Health and Family Services for
nine years. In that time, she has also served as the Department’s
Strategic Planning Director and as the Project Manager for the Long Term
Care Redesign Initiative, which became Family Care. Joyce also chaired the
Department’s Family Care Advocacy Committee, which included consumers
and other stakeholders. This committee designed the Independent Advocacy
component of Family Care. She also has provided staff leadership for the
Council on Long Term Care and support to the ADA Title II Advisory
Committee. Her various activities and involvement demonstrate a strong
emphasis on better outcomes and advocacy on behalf of persons with
disabilities and older persons in Wisconsin.
On a personal level, Joyce has maintained her interest and commitment
to the field of mental health as she continues to share life’s journey
with a close relative who has a severe mental illness.
