I am very pleased to announce that Tom Alt has been appointed to the
position of the Director of the Bureau of Substance Abuse Services.
Tom has extensive background in overseeing human services and managing
various state agencies. Tom’s most recent job was that of the Deputy
Secretary of the Department of Health and Family Services. He has been in
that position since May 2000. He oversaw program, fiscal and personnel
operations of six divisions of the Department. He was also involved in
many addiction and substance abuse issues most notably in developing
Wisconsin WINs, the solution to the 2001 Synar problem faced by Wisconsin.
Prior to his appoint as the Deputy Secretary, Tom served five years as
the Administrator of the Division of Care and Treatment Facilities. He was
the Deputy Administrator of the Division of Community Services from 1991
to 1995. As the Deputy Administrator, he was the direct supervisor of the
Director of Bureau of Substance Abuse Services. He also has worked in
several positions at the Department of Administration including four years
as the Deputy Secretary of the Department of Administration.
Tom has a Master’s degree in Public Policy and Administration from UW
Madison.
Keith Lang has served as the Interim Director of the Bureau of
Substance Abuse Services since February 2002. During Keith’s direction,
BSAS has successfully dealt with the Synar problem, addressed the disaster
recovery efforts in Siren and Ladysmith, prepared a mental
health/substance abuse plan for the Wisconsin bioterrorism grant and
implemented the Coordinated Service Team Initiative in five counties.
Tom will start his job as soon as we have ensured a smooth transition
for the new, incoming administration. Meanwhile, Keith has agreed to
continue serving as the Interim Bureau Director.
Please join me in thanking Keith Lang for his leadership and commitment
to BSAS during his tenure as the Interim Director. Also, please join me in
welcoming Tom Alt to the Bureau of Substance Abuse Services!
