Subject: Division of Mental Health and Substance Abuse Certification Process for Counties to provide Community Recovery Services (CRS).
Document Summary
This document describes the process for the Division of Mental Health and Substance Abuse (DMHSAS) provisional certification for counties to provide
Community Recovery Services under the Medicaid 1915i State Plan Option. The provisional standards are provided as well as a provisional application.
Background
Wisconsin submitted a Medicaid State Plan amendment under 1915(i) State Plan Home and Community-Based Services called Community Recovery Services to
provide three specific services: Community Living Supportive Services, Supported Employment and Peer Supports under the umbrella of psychosocial rehabilitation.
This memo applies only to the counties that responded to
DHMSAS Info Memo 2009-03 committing to providing these services. Those counties are: Adams, Barron, Buffalo, Chippewa, Clark, Dane, Dodge, Dunn, Eau
Claire, Forest, Green, Green Lake, Iron, Jackson, Jefferson, Kenosha, LaCrosse, Langlade, Lincoln, Marathon, Milwaukee, Monroe, Oneida, Ozaukee, Pepin,
Pierce, Richland, Rock, Sheboygan, St. Croix, Trempealeau, Vernon, Vilas, Washington, Waukesha, Wood.
Provisional Certification Process
The State Plan Amendment has not yet been approved by the Centers for Medicare and Medicaid Services (CMS). However, if CMS approves the amendment,
DHS expects that there will be an option for certified CRS counties to be able to make claims back to January 15, 2010 provided all the necessary requirements
have been met. The attached DMHSAS CRS Certification Standards and Policy and Procedure Requirements represent the Department’s current understanding
of CMS requirements. These standards will not be final until the Amendment is approved. Likewise, the County application is for provisional DMHSAS certification
and additional information may be required depending on the CMS response to the Amendment. In addition to the DMHSAS certification process, all county
CRS agencies will also need to be Medicaid certified as a CRS provider by the Division of Health Care Access and Accountability. The Medicaid certification
application is a separate process. Once a county agency has received DMHSAS CRS certification, they will be notified in writing about the process to also
finalize their Medicaid CRS certification.
Application completion and Service Plans
Please use the information distributed as a part of the Dec. 11, 2009 Informational Meeting to inform the completion of the application. This information
was e-mailed to the county CRS contacts, was available at the meeting and will be posted on the DMHSAS website. Receipt of a complete, approvable application
and having DHS approved CRS participant service plans will determine the earliest date for submitting CRS claims. The forms needed for completing service
