Document Summary
This memo describes changes to the functional need criteria
for the Community Recovery Services (CRS) Benefit.
Background
The Affordable Care Act (ACA) enacted March 23, 2010 made changes to the
requirements of section 1915(i) of the Social Security Act that affects the
Community Recovery Services (CRS), approved as a 1915(i) MA State Plan
Amendment, in Wisconsin. Under the ACA, States may continue to specify
needs-based eligibility criteria, but they are no longer permitted to limit the
number of eligible individuals who can receive 1915(i) services or establish a
wait list for services. Additionally, States may not limit the availability of
1915(i) services to specific geographic areas.
These issues were discussed with counties at a meeting/Video conference on
May 25, 2010 and with the Wisconsin County Human Service Association Behavioral
Health Policy Advisory Committee on June 25, 2010. We welcome applications from
counties in addition to those already participating. Extensive information

Functional Need Criteria
Prior to October 1, 2010, individuals were found functionally eligible for
CRS using the same functional screen criteria as Comprehensive Community
Services (CCS). Effective October 1, 2010, the functional need eligibility
criteria was changed to be consistent with the functional need criteria
currently used for eligibility for COP funds for persons with mental illness and
substance use disorders. In addition, individuals must have a diagnosis of a
mood disorder or schizophrenia or other psychotic disorder. Changes to the
automated functional eligibility logic have been completed and are operational.
