Re:  Intoxicated Driver Supplemental/Emergency Funding Update

DOCUMENT SUMMARY

This memo describes the procedure for counties to request Intoxicated Driver Supplemental/Emergency funding.

This Info Memo updates 97-06 & 97-07 for CY 1997.

The 1997 Wisconsin Act 27 appropriated $1,150,000 for counties to cover costs resulting in a deficit

of the counties’ Intoxicated Driver Program funding.

The purpose of this memo is to provide you with the details of how the funds will be used.

Eligibility Conditions for Requests From Counties

In order to qualify for emergency funding, eligible counties need to meet the following criteria:

1. Collections of surcharge fines are insufficient to cover the cost of services.

2. Counties need to demonstrate a good faith effort to collect surcharges such as, but not limited to, sequence of surcharge collections in relationship to other penalty collections, factors for not collecting surcharge, rate of surcharge collection.

3. Any county is eligible to apply for this funding if projected or actual expenditures exceed projected or actual revenues. Some counties cannot risk manage their budgets, therefore, counties that can substantiate projected expenditures or projected revenues may be considered for funding awards. Any amounts appearing on Form DSL-891 must be fully described in the Narrative. Counties may want to review previous year’s services provided or controlled by cost containment to project their funding needs for 1998.

4. Counties shall submit a Narrative that could address such issues as, but not limited to, per capita OWI arrest rates, 3rd party availability, and per capita service utilization.

5. HSRS data accuracy will be considered.

Fund Review/Approval Process

The following process will be used for the review and approval of the supplemental/emergency funds:

1. Counties shall submit requests for funds to their Office of Strategic Finance (OSF) Area Administrator by May 15, 1998.

2. The Area Administrator will review requests and forward the request, along with their recommendations to approve or deny the requests, to the Area Administration Coordinator in OSF-AA who will then forward the requests and recommendations to the Bureau of Substance Abuse Services (BSAS).

3. BSAS will approve requests and prepare the contract addenda for the Division of Supportive Living (DSL) Administrator’s signature.

4. Following the DSL Administrator’s approval, the contract addenda will be submitted to the responsible regional office for transmittal to the county.

NOTE: Rural/poor counties will continue to receive priority consideration within funds available.
