Re: Brain Injury And CIP 1B Waiver Slots
Document Summary
This memo serves as an update on the status of the Brain Injury Waiver and
CIP IB waiver slots for the remainder of SFY 99 through June 30, 1999.
Due to fiscal constraints in the state’s Medicaid budget, the following
actions have been taken for the Brain Injury Waiver (BIW) and the Community
Integration Program IB (CIP1B) for the remainder of the state fiscal year.
Brain Injury Waiver:
- A maximum of 30 new slots (in addition to those filled currently) will be
available during the six-month period ending June 30, 1999. If all of those
slots are not filled in this fiscal year, we hope to carry the vacant slots
over into the next fiscal year pending biennial budget action.
- Individuals on the Wisconsin Medical Assistance Program (WMAP) who are
relocating from the specialized units at Clearview North in Dodge County and
Lakeview in Waterford are given priority for all new slots. The maximum
individual daily rate for the new slots is $167.00. The funding for these
slots will be based on a per person daily rate as indicated on the
individual service plan, not to exceed $167.00 a day.
- For the existing 178 slots, funding is available at an average daily rate
of $151.88. This amount is based on the actual average statewide cost of
services to individuals currently on the program. The funding for these
slots will continue to be based on a statewide average. This daily rate
covers the period July 1, 1998, to June 30, 1999. The average per diem for
July 1, 1999 and after will be set in the biennial budget.
- The level of care will continue to be determined by the nurse consultant
in the Bureau of Quality Assurance. A method to ensure cost effectiveness
has been established in order to maintain all costs within the funding
available. Each plan will be reviewed for cost effectiveness as part of the
Bureau of Developmental Disabilities Services plan review process. Annual
re-certification reviews will also be subject to these procedures.
- The Bureau of Developmental Disabilities Services is monitoring HSRS on a
monthly basis for individuals on the BIW to ensure that expenditures for
both existing and new slots remain within budgeted amounts. Counties were
notified previously regarding the need to adhere to the reporting
requirements in the state/county contract. For any waiver participant whose
ongoing costs increase or decrease from the initial individual service plan,
a new service plan with the new funding costs must be submitted during the
month the change occurred. If necessary, county contracts will be adjusted
on a quarterly basis.
CIP1B:
- In order to meet current fiscal demands, no new state-matched CIP1B
relocation slots will be filled through June 30, 1999 without an
accompanying nursing home or ICF-MR bed closure. Counties may choose to use
local-matched CIP1B slots for nursing home or ICF-MR relocations during this
time period.
- There are 17 remaining slots for individuals relocating from St. Coletta
available through June 30, 1999.
The status of new CIP1B or BIW slots beyond this fiscal year is dependent
upon legislative action on the Governor’s biennial budget proposal.
