Re: Community Mental Health Block Grant Reporting
DOCUMENT SUMMARY
This memo outlines a reporting process for the Community Mental
Health Services Block Grant in CY98 and the plan to use the funds for
CY99. The deadline to return the 1999 Plan is July 9, 1999. You should
disregard the previous DSL memos relating to the Community Mental Health
Services Block Grant funds.
Background
The Department receives $5,001,980 annually in federal Mental Health
Block funds from the Center for Mental Health Services. A portion
($2,513,400) of these funds has been allocated to the county programs on
a formula basis. Attachment 1 documents the formula allocation for each
county department of community programs/human services. These funds are
for services to adults with serious mental illness or children with
severe emotional disturbances (Attachment 2 provides definitions for
these two target populations). In addition, the Bureau of Community
Mental Health (BCMH) has identified the Program Priority Areas to which
counties can apply these funds (See Attachment 3). The Department must
report to the federal Center for Mental Health Services annually of how
the funds have been used previously and submit a plan of how the funds
will be used in the future.
1998 REPORT/1999 PLAN
Attachment 4 is the report that must be completed by community
programs/human services. The report form documents how local county
agencies planned to use their 1998 MHBG allocation. On the form indicate
by program area the actual utilization of these funds for CY 1998 and
where you plan to allocate your 1999 MHBG funds. Counties are also
required to complete a narrative on 1998 program highlights from the use
of MHBG funds. This information will be included as part of the
Department’s FFY 2000 MHBG application to the federal Center for
Mental Health Services.
For FFY99 (October 1, 1999 - September 30, 2000) the Center for
Mental Health Services revised its requirements for the Mental Health
Block Grant Application. There has been a voluntary change in format and
content. This only affects the Bureau of Community Mental Health.
A one year plan has been
selected. The format reduction condensed 12 reporting criteria down
to five major criteria. Each of these criteria must have at least one
performance indicator. The implementation reports for FY99 will follow
the format used by the State for FY99 plan. Implementation reports of
subsequent years will include performance indicators as selected and
developed by the State in the following areas: for adults with serious
mental illness; percent who are employed; percent who are living
independently; and percent who have had contact with the justice system.
For children with serious emotional disturbance: percent who attend
school regularly; percent who reside in a stable environment; and
percent who have contact with juvenile justice.

ACTION SUMMARY STATEMENT:
This Memo replaces DSL-97-04; it outlines a reporting process and you
should disregard the previous DSL memos relating to Community Mental
Health Services Block Grant funds.
Complete and return Attachment 4 of this memo by July 16, 1999.
That Attachment asks you to:
- Summarize activities and expenditures under the 1998 Community
Mental Health Service Block Grant;
- Indicate your spending plan for 1999; and
- Submit one copy to the Area Administrator and one to the Bureau of
Community Mental Health.
