SSI-EXCEPTIONAL EXPENSE SUPPLEMENT(SSI-E)IN COMMUNITY SETTINGS

Document Summary

Effective July 1, 2000, residents of certified Residential Care Apartment Complexes (RCACs) may be certified for the SSI Exceptional Expense Supplement (SSI-E). This memo also clarifies policy regarding SSI-E eligibility in licensed Independent Apartment Complexes and Adult Family Homes.

Effective July 1, 2000, county agencies or their designees may certify recipients of Supplemental Security Income (SSI) for the Exceptional Expense Supplement (SSI-E) who reside in the following community settings:

  1. Residential Care Apartment Complexes (RCACs) certified by the Department of Health and Family Services (DHS ). Previous policy did not permit residents of any RCACs to be certified for SSI-E. SSI recipients who reside in registered RCACs may not be certified for SSI-E.
  2. Independent Apartment Complexes licensed by DHS as Community Based Residential Facilities (CBRFs) and consisting entirely of independent apartments, regardless of number of units in the complex. Previous policy was unclear as to the eligibility of SSI recipients for the Exceptional Expense Supplement in these community living arrangements.
  3. Adult family homes, either licensed by DHS or certified by county agencies. Previous policy referred only to certified adult family homes.

These eligibility changes are made to reflect the Department's objective to support people in community living arrangements of their choosing, while assuring that group living arrangements meet established standards and are monitored regularly. The Department's intent is to allow county agencies or their designees to certify recipients of SSI for the Exceptional Expense Supplement who reside in any living arrangement that is allowable for participants in the Community Options Program (COP) or Medicaid Waiver Programs. However, persons who reside in these settings are not required to participate in COP or Medicaid Waiver Programs as a condition of SSI-E certification.

SSI recipients who reside in their homes or the home of another must meet the conditions specified on pages 11, 12 and 13 of the State SSI-E Administration Policy (revised May 1, 1999) in order to be certified for the Exceptional Expense Supplement.
