MAPP APPLICATION PROCESS FOR INDIVIDUALS WHO ARE FUNDED WITH 100%
COP FUNDS
The requirement that individuals currently funded with 100% COP or individuals who
apply for 100% COP funding apply for MAPP was enacted through an expansion of the
waiver mandate (s.46.27 (6r) (f)). The current waiver mandate has not changed; rather, it
has been expanded to allow more individuals to access Medicaid and/or the Waivers. This is
due to the fact that MAPP has higher income and assets criteria than regular Medicaid.
Therefore individuals who were previously found ineligible for the Waiver may now become
eligible because of MAPP.
Individuals who would not be waiver eligible should still be screened for MAPP in order
to access Medicaid for card related services. This is not a mandate, but it makes good
fiscal sense from the standpoint of reserving COP dollars strictly for services not
covered under the Medicaid card when individuals are eligible for MAPP.
SEQUENTIAL STEP EVALUATION
STEP 1.
Is the individual gainfully employed? (i.e., does the individual perform work or
services that would be considered taxable under IRS rules?) If the answer is
"Yes," refer this person to the Economic Support Specialist for MAPP screening.
If the answer is "No," continue with Step 2.
STEP 2.
An individual who is not gainfully employed must be enrolled in a Health and Employment
Counseling (HEC) Program. A list of certified health and employment screeners is attached.
This list will be expanded from time to time as new screeners are certified. Contact the
Center for Delivery System Development at 608-266-2361 for updated information.
If your county does not have a certified screener, or if the certified
screener only certifies individuals who belong to the target group served by the screener,
this constitutes a "hardship" (See hardship criteria # 4). In these instances,
individuals who are receiving or are applying for 100% COP funding can continue to receive
100% COP funding. However, review annually to determine if certified screeners become
available at a later date.
STEP 3.
Participation in a HEC program can continue for up to nine months (or up to 12 months if
an extension is granted). A HEC participant who is deemed unemployable may lose Medicaid
eligibility (and/or Waiver or COP)during or at the end of the HEC enrollment process. In
some instances, these individuals may at this point qualify for COP funding under hardship
criteria # 3. However, depending on funding availability and county policies, additional
COP dollars may not be available for the individual.
- Funding conversion issues are being addressed separately. The conversion process
affects only 100% COP recipients up to March 15, 2000 who can be converted to the Waiver.
There will be no funding conversion for individuals who became 100% COP eligible after
this date.
