Re: COMMUNITY MENTAL HEALTH BLOCK GRANT REPORTING
DOCUMENT SUMMARY
This memo outlines a reporting process for the Community Mental
Health Services Block Grant for CY 2001 and the plan to use the funds
for CY 2002. Local county agencies are required to report complete
mental health data for the CSDS reported to the HSRS. The deadline to
return the FFY 2002 County Reporting Form is August 2, 2002. You should
disregard any previous DSL memos relating to the Community Mental Health
Services Block Grant reporting requirements.
Background
The Department receives $6,868,644 annually in federal Mental Health
Block funds from the Center for Mental Health Services (CMHS). A portion
($2,513,400) of these funds has been allocated to the county programs on
a formula basis. Attachment 1 documents the formula allocation for each
county department of community programs/human services. These funds are
for services to adults with serious mental illness or children with
severe emotional disturbance (Attachment 2 provides definitions for
these two target populations). In addition, the Bureau of Community
Mental Health (BCMH) has identified the program priority areas to which
counties can apply these funds (see Attachment 3). The Department must
report annually to the federal Center for Mental Health Services
describing how the funds have been used previously and submit a plan
relating how the funds will be used in the future. The MHBG application
for FFY 2003 states in the agreement that the Department will cooperate
in the development of uniform criteria for the collection of data
pursuant to such sections. By FFY 2004, the State will be expected to
report on these basic measures as part of the annual MHBG application.
Due to this new federal requirement, data collection is a priority area
for the Bureau. Thus, for CY 2002, the priority is the mental health
information from the Mental Health Consumer Status Data Set (CSDS)
reported to the Human Services Reporting System (HSRS). The collection
of this data is critical to the Department of Health and Family Services
and county agencies in measuring outcomes. Refer to DSL Numbered Memo
2001-08 dated May 22, 2001. Data collection was to be implemented by
July 2001.
Each county is to report data in accordance with the requirements for
the Mental Health CSDS. No additional performance measures are requested
for the Community Mental Health Services Block Grant in CY 02. All
counties will be reporting new data on the Mental Health Module in HSRS
in CY 2002-2003. This information will be reported statewide. Our target
date for publishing the first year data is July 2003.

County Departments of Community Programs/Human Services must complete
pages 1-3 of Attachment 4.

disregard the previous DSL memos relating to Community Mental Health
Services Block Grant reporting.
Complete and return pages 1-3 of Attachment 4 by August 2, 2002. The
Attachment asks you to:
· Summarize activities, expenditures and outcomes under the
Community Mental Health Service Block Grant in CY01;
· Indicate your spending plan for CY 2002;
· Submit one copy to the Area Administrator and one to the Bureau of
Community Mental Health.
