This memo makes available $1.2 million of Community Options Funds
(COP-regular) for CY 02. This money which had been set aside for Family
Care startup has now been returned to COP. The funds have been
apportioned for each COP target group based on their percentage of the
most recent COP Waiting List (12/01).

Funding for Participants Who Are Elderly or Have Physical
Disabilities
A total of $732,000 will be distributed to counties to serve persons
who are elderly or have a physical disability. Each county will receive
$10,000 of COP-Regular funds. These funds may be used to increase
services to these target groups in any of the following ways:
- Serve COP eligible individuals who are not waiver eligible –
this helps individuals maximize personal resources before spending
down;
- Fund non-waiver allowable services/expenses for new COP-W/CIP II
participants, i.e., gap filler;
- Serve new individuals waiting for services, i.e., as match for
COP-W for elderly or people with physical disabilities;
We especially encourage counties to first support individuals waiting
for COP-Regular funding, as this resource becomes more scarce.
Funds may not be used for another target group. Counties will be
expected to maintain or increase their current spending level for the
elderly and physically disabled target groups.
Contract amendments are in process.
Persons with Mental Illness or Substance Abuse Issues
A total of $72,000 will be set aside to support COP eligible persons
with mental illness or substance abuse who wish to relocate from an
institutional setting. Instructions for accessing these funds will be
issued in the near future.
Funding for Persons with Developmental Disabilities
Funds for COP eligible persons with developmental disabilities will
be used for one-time costs associated with relocations from ICF-MRs.
Devoting these resources to relocations will enable more consumers to
have the opportunity for community integrated living that is available
to them under the Americans with Disabilities Act and the Supreme Court
Olmstead decision. More detailed information as to how to access
relocation funding for all target groups will be issued in a separate
memo.
