Subject: Division of Long Term Care reorganization announcement

The Division of Long Term Care is responsible for a wide breadth of important programs that deliver critical and valued services to vulnerable individuals in the state. We are leading the expansion of Family Care statewide that in a few years will end waiting lists for long term care and provide more choices to Wisconsin elders and adults with disabilities! We are charged with delivering an ambitious and important array of programs and initiatives to improve the lives of elderly people and people with disabilities. I am delighted to let you know that there has been an organizational change at DLTC. The new structure of the Division enables us to more effectively accomplish our goals and responsibilities.

The reorganization creates a new Office of Family Care Expansion. The new Office will be headed by Judith Frye, who has capably been leading our Family Care Expansion initiative for the past several years. The new Office of Family Care Expansion will include two sections currently in the Bureau of Long Term Support: 1) the Managed Care Section, directed by Monica Deignan and 2) the Fiscal Management and Business Services Section, directed by Tom Lawless.

The Bureau of Long Term Support will be composed of four sections:

  1. Developmental Disabilities, directed by Mike Linak,
  2. Community Options, directed by Irene Anderson
  3. Community Integration Initiative, directed by Jackie Nuerohr (Rueden)
  4. Children's Services, directed by Beth Wroblewski

We will begin recruitment for the position of the Director of BLTS and hope to fill the position quickly. I am delighted to announce that while the recruitment is pending, Beth Wroblewski has agreed to serve as the Interim Director of the Bureau of Long Term Support. Beth is the Section Chief of the Children's Services Section and she will continue performing these duties as well.

In our reorganized Division, I also expect close coordination between the new Office of Family Care Expansion and other parts of the Division. In particular, the Fiscal Management and Business Services section will provide fiscal support to both the new Office of Family Care Expansion and the Bureau of Long Term Support. The Office of Family Care Expansion and the Bureau of Aging and Disability Resources (directed by Donna McDowell), Resource Center Development Section, directed by Janice Smith will collaborate closely to ensure smooth coordination and consistent policy and program direction between the Aging and Disability Resource Center (ADRC) and the Managed Care Organization (MCO) components of Family Care. Kathleen Luedtke, the Policy Advisor for DLTC will continue working with the Family Care Expansion in her current role.

This reorganization will ensure that both the managed long-term care initiative and our current community based waiver programs receive the benefit of the full attention of a senior manager.

Please join me in welcoming Judy to her new position as the Director of the Office of Family Care Expansion. Also, join me in welcoming Beth to her new role as the Interim Director of BLTS!
