General Questions and Answers

Q. What is Income Maintenance (IM) Consortia?
A.
State and County IM Agencies help individuals enroll in
and BadgerCare Plus, FoodShare, Medicaid and other programs and manage
their ongoing benefits. Most people are served by their County IM Agency but in 2009, the Enrollment Services Center (ESC)
started providing IM services to adults without
dependent children who live throughout the state.
Starting in January 1, 2012, all IM services are going to be provided by
county agencies that are part of a consortium. A
consortium is a group of agencies that will work together to improve the
way individuals and families receive help from their agency when
applying for benefits or managing their benefits, increase efficiencies
within the IM system, and help save money that will
allow the Department to continue providing services like BadgerCare Plus
and the Medicaid program.
The IM Consortia efforts will not change member’s
benefits or how they receive services.
Cases currently managed by the ESC will be transferred to the
individual’s county agency that is part of a consortium. Before
this change happens, members will receive a notice of their new agency
and its contact information.
If members live in Milwaukee County and their case is managed by
Milwaukee Enrollment Services (MilES), there will be no change.
Q. What programs are included in the IM Consortia?
A. BadgerCare Plus, FoodShare, Medicaid, Caretaker Supplement and Family Planning Only
Services.
Q. What programs will NOT be affected?
A. Child Care – Eligibility and Authorization, W2, Kinship Care, BadgerRX Gold, Energy Assistance (WHEAP & LIHEAP), Wisconsin Shares and
Senior Care.
Member/Applicant Questions and Answers
Q. I was told my agency was changing. Is this true?
A. If your case is currently managed by the ESC, your case will be
transferred to your county agency. Before this change happens, you will
receive a notice of your new agency and its contact information.
Q. How do I apply and receive services?
A. You can continue to apply and receive service in person, over the
phone and online. Once the consortia have been finalized, each consortium
will determine the best way for people to contact and visit . Each
consortium will be slightly different, but all 10 consortia will be
required to provide the same type of customer service to members and the
general public by assisting with applications for benefits and providing
ongoing case management.
Q: Will there be changes in enrollment rules?
A. Enrollment rules will not change. Where and who you contact regarding
applications and benefits may change.
Q: Will I still have an assigned case worker?
A. Each consortium will determine how it will provide
services to members that will work the best for their members. Some
consortia may choose to have caseworkers assigned to members and some
may choose not to.
