| Fiscal Issues Workgroup
Charge to the Group: The purpose of the fiscal issues workgroup
is to make recommendations on appropriate rate-setting, risk-sharing, data collection and
reporting requirements and procedures for the MH/AODA managed care demonstration projects.
In meeting this charge the workgroup should:
Provide the DHS with data on utilization and expenditures related to county-funded
services provided to persons in the target populations identified for the MH/AODA managed
care demonstrations. This data will be utilized to determine possible rate-setting and
risk-sharing strategies.
Identify potential limitations to the available data so that these can be considered
when data analysis is done.
Consider both the reporting burden to counties and providers as well as the need for
appropriate and adequate information to monitor and evaluate the demonstration projects
when making recommendations related to data collection and reporting requirements.
Ensure that decisions related to funding, risk-sharing and reporting are designed in
such a way as to support and encourage consumer involvement and recovery.
Recommendations from the workgroup will be shared with the DHS and with the combined
Blue Ribbon Commission Implementation Advisory Committee/Behavioral Health Pilots Advisory
Committee.
