Questions, Answers and Additional Information for Proposers

The Department of Health and Family Services (DHS) is very pleased with the interest that has been generated by the release of the Request for Consideration (RFC) for Mental Health/Alcohol and Other Drug Abuse (MH/AODA) Managed Care. Representatives from nine counties or multi-county sites attended the Proposers Conference on March 1, 2000, and staff from other counties have contacted us with questions as well.

We are also extremely pleased to be able to announce the availability of additional funds to assist demonstration sites to develop their managed care programs. These funds are made available through the mental health and substance abuse block grants. The DHS will make available up to $500,000 per year (all sites) for three years for activities related to recovery, consumer and family involvement (including the development of consumer-operated services), prevention and early intervention activities. We will communicate the details regarding the activities for which these funds can be used and the performance expectations in approximately one week. Information on the $30,000 one-time only substance abuse block grants is contained in the enclosed document, Questions, Answers and Additional Information for Proposers. The DHS is committed to continuing to explore ways to provide the demonstration sites the resources they need to be successful.

The attached document also contains other changes to the requirements for responding to the RFC. It is very important that you review these carefully to ensure that your proposal is not disqualified.

Finally, the document provides answers to questions asked both at the Proposers Conference and through individual contacts with DHS staff. Please note that beginning March 30, 2000, you should address your questions about this RFC to:
