Mental Health/Alcohol and Other Drug Abuse Managed Care

We are pleased to issue the attached Request for Consideration (RFC) for the Mental Health and Alcohol and Other Drug Abuse (MH/AODA) Managed Care Demonstration Projects. This is the first major step in implementing MH/AODA reform as outlined in the final report of the Governor’s Blue Ribbon Commission on Mental Health. We think this is a unique opportunity for counties and tribes to reshape the MH/AODA treatment system, become more consumer focused and outcome oriented and test the use of managed care tools to accomplish these goals.

The 1999-2001 biennial State budget authorizes the Department to select up to four demonstration sites. Eligible applicants for these sites are limited to Wisconsin counties and tribes, individually or in consortium. Counties and tribes may also choose to partner with other healthcare organizations (e.g., health maintenance organizations (HMOs), limited services health organization) to meet the requirements in the RFC. We have included information about HMOs currently contracting with the DHS to facilitate this partnering.

The budget also authorized start-up funding for these demonstration sites. The RFC identifies the amount of funding and allowable uses for the funds.

Proposals submitted in response to this RFC are due no later than 4:30 p.m. (CDT) on May 1, 2000. A proposer’s conference is scheduled for Wednesday, March 1, 2000, at 9:30 a.m. at the Monona Terrace Community and Convention Center, 1 John Nolen Drive, Madison, WI.

We have attached a copy of the contract for our Supplemental Security Income (SSI) managed care program--ICare--for your information. Proposers are encouraged to review this contract for standard Medicaid managed care contract language in a variety of areas (e.g., quality improvement, subcontracting, marketing, contract termination).

Please also note that some fiscal data is included in Addenda 1 and 2. County specific data is being sent to the county human service directors, community program directors and tribal human service facilitators only. Instructions for obtaining additional fiscal information are contained in Addendum 2.

This document represents the culmination of four years of effort to develop a vision and policies to better serve persons in need of publicly funded MH/AODA services.
