Comprehensive Community Services (CCS) Expansion
As part of the Governor’s mental health budget, access to CCS will be increased through a regional expansion of the program with the goal of CCS being available statewide. The CCS proposal allows the State to pay the non-federal share of Medicaid costs for programs using an approved regional model of service delivery. The Department of Health Services, Division of Mental Health and Substance Abuse Services (DMHSAS) is tasked with implementing the CCS budget initiative. The Department is required to submit a report to the Joint Finance Committee by March 1, 2014, with information on how the benefit will be implemented. In addition, Act 20 requires the Department to submit a request to the legislature’s Joint Finance Committee (JFC) to release funding for the CCS initiative. Once the release of funding is approved by the Committee, the Department estimates an implementation date of July 2014.
