Timely Filing Requirements for CRS Service Plan Packets

Timely Filing Criteria

Generally speaking, it is possible for the Department to approve a consumer's service plan for up to one year after the date of the functional screen. The burden for filing service plans in a timely manner falls on the county or tribe. The criteria to be considered by the Department in determining whether a service plan packet is "timely" are as follow:

  1. The local agency requests the start date for services,
  2. Functional and financial eligibility must not be more than one year old,
  3. If the packet is complete, the start date can be approved with a reminder that the recertification date is one year from the start date (and that such date may be imminent),
  4. If the packet is not complete, the local agency is allowed up to one year from the date of the Functional Screen and then must begin anew,
  5. The entire year of funding is lost if the packet remains incomplete after one year,
  6. For original plan packets, completion of the Functional Screen and the Assessment must precede the development of the Individual Service Plan (ISP). The approved start date shall not precede the date the ISP is signed by the participant.

By far, the best policy is to complete the service plan and submit it in a timely fashion. Failure to do so may needlessly jeopardize revenues for your county or tribe. Please be proactive and submit your consumer service plan packets promptly!
