The Wisconsin Department of Health Services is currently conducting business analysis and requirements information gathering to prepare a Request for Proposal (RFP) to acquire a comprehensive information system to support the managed care operations for its contracted long-term-care organizations (MCOs - managed care organizations), and other related organizations.
The Department issued a Request for Information (RFI) in August 2009 to explore the potential for establishing a common system infrastructure that could support an array of business and program operations in an integrated manner for its long-term-care programs (Family Care, Family Care Partnership, PACE and IRIS). The RFI document provides an overview of the programs and the organizations engaged in the delivery of these programs. Based on the results of this RFI the decision was made to pursue the development of an RFP.
The targeted release date for the RFP is the end of calendar 2010 (RFP was released on 2/18/2011). Prior to the release of an RFP the Department is publishing background information and business analysis findings to further inform interested vendors about the characteristics of the programs in need of information systems support.
This first release of background information includes the RFI document, a high level Family Care Infrastructure Project outline, a high-level diagram of the business functions under consideration for the RFP, the Department contracts with MCO, ADRC, and IRIS organizations, program training materials, and preliminary results from work-group sessions with program content experts. These documents are being shared for general information purposes, and the Department will not be supporting a Q&A process for these preliminary materials. These materials will be a source of information for the RFP requirements, but they do not equate to being a draft of RFP requirements.
Additional background materials may be published later in the information and business analysis process if it is determined to be appropriate.
