Attorney Services to Support the Disability Benefit Specialist Program 


Competitive grant for attorney services to support the disability benefit specialists at Wisconsin's Aging and Disability Resource Centers (ADRCs).

Disability benefit specialists (DBSs) are lay advocates who provide free benefits counseling and assistance to individuals with disabilities aged 18 to 59 years. DBSs assist ADRC customers with issues related to eligibility and coverage under Social Security Title II and Title XVI, Medicare, Medicaid, HIRSP, COBRA and other public and private benefit programs. A staff of program attorneys helps ensure the quality of DBS services through the provision of training, technical assistance and substantive case oversight to the DBSs. Program attorneys also provide direct representation to a small number of clients, referred by DBSs, who might not otherwise have access to an attorney. The criteria for this direct representation is strictly limited.
