DHS 131, Hospices, was revised by staff in the Division of Quality Assurance (DQA) in collaboration with the Hospice Organization and Palliative Experts (HOPE) of Wisconsin, hospices and hospice consumers. The revisions align the rule with the federal Hospice Conditions of Participation, eliminate inconsistencies between ch. DHS 131 and the federal requirements and provide a uniform set of standards for hospice providers to follow. The revised rule also adopts current professional standards of practice including the rights of patients to receive effective pain management and symptom control, and current infection control measures recommended by the U.S. Centers for Disease Control and Prevention. The variances issued in the following DQA memos are no longer necessary and have been rescinded.
