New Lean Plan Review Application

The information in this memo is specific to Plan Review Application submittals for state healthcare construction plan reviews.

The Division of Quality Assurance, Office of Plan Review and Inspection (OPRI) has been partnering with private industry in an effort to streamline the process of plan review. It was identified there was a delay at the beginning of the process; the initial application for plan review. The applications were coming into the Office with missing information, wrong fees and inaccurate data. Hence, OPRI decided to implement a Lean initiative to review why the applications were being received with a twenty-five percent (25%) error rate. It was discovered that the application itself was cumbersome and difficult to navigate.

After several OPRI meetings, the new application went to the Value Streaming participants for review and comments. The private sector designers and contractors assisted with revisions to the form and provided positive feedback that this Lean initiative was going in the correct direction.
