The purpose of this memorandum is to provide home health agencies with
information related to the federal Health Care Financing Administration (HCFA)
program memorandum, transmittal
number A-99-27 sent to Regional Home Health Intermediaries (RHHI’s).
The HCFA program memorandum requires the RHHI’s to instruct Home Health Agencies
about their responsibility to provide proper written notice to beneficiaries in advance of
furnishing what they believe to be non-covered care or of their intent to reduce or
terminate ongoing care.

Home Health Intermediary.
