Sample Emergency/Disaster
Plans
The Division of Quality Assurance conducted a statewide emergency management conference
on October 22, 1999 in Stevens Point, WI.
Staff from Wisconsin nursing homes, hospitals
and other providers heard keynote speaker Murray G. Sagsveen, North Dakota State Health
Officer, talk about lessons learned from the 1997 flood disaster.
In breakout sessions, providers' key emergency management staff discussed their unique
local emergency/disaster planning.
Topics included incidents such as the Weyauwega train
accident/chemical spill, Arcadia Chemical evacuation/trauma transfer and the St.Croix
Mutual Aid Agreement.
Attendees also heard from the Wisconsin Department of Emergency
Management, Wisconsin Department of Health and Family Services, federal Health Care
Financing Administration, and the American Red Cross.
Evaluation results indicated that the conference was a big success. However, attendees
stated that they wanted sample provider emergency management plans to use as a guide in
developing their own plans.

emergency management office and some providers to develop the following sample plans:

A Mutual
Aid Agreement has been approved by the Department of Health & Family Services.
This agreement serves to assist coordinating nursing home facilities in the event of a
disaster.
