Assisted Living Administrator Training
On April 1, 2009, the revised Wisconsin Administrative Code, Chapter DHS
83 for community-based residential facilities (CBRFs) was implemented. With
this implementation, there are new qualification requirements for CBRF
administrators, listed in § DHS 83.15(1).
Under § DHS 83.15(1)(c), an individual with a bachelor's degree in a
non-health related field from an accredited college may qualify as an
administrator if that individual has successfully completed an assisted
living administrator's training course approved by the Department.
Additionally, under § DHS 83.15(1)(d), an individual with at least two
years experience working in a health care related field having direct
contact with one or more of the client groups identified under § DHS
83.02(16) may also qualify, if that individual has completed the
aforementioned administrator's training course.
The Department established an interagency agreement with the University
of Oshkosh, Center for Career Development and Employability Training (CCDET).
The Department authorized the CCDET to approve curriculums for CBRF assisted
living administrator training, coordinate the approval of qualified
trainers, maintain public directories for approved programs, and implement a
quality assurance program.
The CCDET has successfully developed other statewide training programs.
For example, as recipients of a federal pilot grant, CCDET has collaborated
with the Division of Quality Assurance to create and deliver the Wisconsin
Caregiver Project's abuse and neglect prevention training throughout the
CCDET will approve any complete applications received prior to December
31, 2011, for assisted living administrator courses, including up to ten
