The Wisconsin Department of Health Services (DHS) relies on its partnerships with state and local agencies, advocates, employers, and community- and faith-based organizations to help conduct outreach to low-income people who are not currently enrolled in FoodShare but may be eligible for the program. Under the Supplemental Nutrition Assistance Program (SNAP) Outreach Program, administrative costs for FoodShare outreach may be eligible for reimbursement at 50 percent of the expenditures. Partners are encouraged to submit outreach project proposals to DHS each year for reimbursement consideration under the SNAP Outreach Program.
This solicitation is to solicit FoodShare outreach project proposals for federal fiscal year (FFY) 2019, which covers October 1, 2018, through September 30, 2019. In order to help facilitate development of your outreach project proposal, we have included the following resources:
• Outreach Project Plan Template.
• Outreach Budget Template.
• State Outreach Plan Guidance document. (Note: This document published by the Food and Nutrition Service (FNS) provides information on structuring an outreach project and details the types of activities and costs that are allowable for reimbursement through FNS.)
• SNAP Promotion Rule. (Note: This document contains the final rule on the 2014 Farm Bill changes to SNAP outreach.)
