The CRS Medicaid benefit utilizes the Department of Health Service's client rights and appeals process for mental health and substance abuse programs. Client rights is an important topic, and the Department has well-established policies and procedures to ensure that those applying for mental health/substance abuse benefits, and those actively enrolled in a mental health or substance abuse benefit have the opportunity to appeal or grieve decisions by the state. CRS consumers should be provided with the appropriate brochure, depending upon whether they are applying for residential or non-residential services, or both.
