30-Day Psychiatric Inpatient Hospital Readmission Rates

All county departments of human services (Wis. Stat. § 46.23) and community programs (Wis. Stat. § 51.42) are required to report data to the Wisconsin Department of Health Services describing individuals with mental health and substance use service needs and the services they provide them. Data collection is required describing all service participants whose care is the legal responsibility of county service agencies, regardless of the funding source for their services or whether services are provided by county agencies directly or via a contracted private service agency. Individuals who are not served under the county agency are not included in this data brief.

A hospitalization is one of the most intensive interventions available for individuals whose psychiatric needs pose a danger to the individual or others around them. Hospitalizations often are used to stabilize individuals so they can participate in community services to effectively meet their long-term needs. Repeated psychiatric hospitalizations are not only expensive interventions, but are also an indication that an individual’s acute psychiatric needs continue to pose a health risk.

The rates include all voluntary and involuntary civil inpatient psychiatric admissions with a connection to the county agency including emergency detentions. Psychiatric inpatient admissions of county participants to private, county, and state hospitals are included. Emergency room visits and forensic admissions from the criminal justice system are excluded. The statistic reflects the percentage of hospital discharges that are followed by the same individual being readmitted within 30 days to any hospital for another psychiatric hospitalization.
