Secreatary-Elect Rhoades Appoints Deputy Secretary, Executive Assistant and Chief Legal Counsel
MADISON-Department of Health Services (DHS) Secretary-Elect Kitty Rhoades today appointed members to her executive team.
"I am happy to announce the appointment of Kevin Moore, Andrew Hitt and Sandra Rowe to top management positions within the Department of Health Services," said Secretary-Elect Rhoades. "These very talented individuals will provide the Department with excellent leadership and will assist Governor Walker in moving Wisconsin forward with entitlement reform and other high priority DHS initiatives. I am delighted to have such skilled, knowledgeable people as part of my team."
Kevin Moore, previously appointed by Governor Scott Walker to serve as Executive Assistant of the Department, has been selected as the Deputy Secretary, effective immediately. During his time at DHS, Mr. Moore has been named to serve on several boards and committees including the Waste, Fraud and Abuse Elimination Taskforce, the State Council on Alcohol and Other Drug Abuse (SCAODA), and the Wisconsin Child Abuse and Neglect Board.
Prior to his role at the Department, Moore served as Policy Director at the Office of the Governor Elect Scott Walker, Research Assistant and Budget Advisor for State Representative Kitty Rhoades in the Wisconsin Legislature, and Policy Director for Assembly Speaker Mike Huebsch.
Mr. Moore holds Bachelor of Science degrees in History and Political Science from the University of Wisconsin - Madison.
Andrew Hitt has been appointed to the Executive Assistant position. Hitt comes to the Department from Governor Scott Walker's Office working as Senior Advisor and Senior Counsel. He has managed policy staff in the development of the Governor's strategic initiatives for the 2013-2015 budget, managed the Governor's Office response and coordination with state agencies during natural disasters and homeland security events, and oversaw the drafting of Executive Order #50, which further guides and directs state agencies on the development and promulgation of administrative rules.
Hitt has experience at the National Institutes of Health, National Institute of Nursing Research in Bethesda Maryland as a Research Specialist planning, conducting and analyzing scientific experiments to study cancer cachexia, and also worked as an Associate Research Specialist in the McArdle Laboratory for Cancer Research at the University of Wisconsin - Madison conducting and analyzing experiments for multiple breast cancer prevention projects.
Mr. Hitt received his law degree from Marquette University Law School in Milwaukee, Wisconsin where he was the Editor-in-Chief of the Marquette Elder's Advisor law journal. He also holds a Bachelor of Science in Medical Microbiology & Immunology from the University of Wisconsin - Madison. Hitt begins his position on March 11, 2013.
Sandra Rowe has been named Chief Legal Counsel, effective immediately. Ms. Rowe most recently served as DHS Deputy Chief Legal Counsel for the last seven years providing advice to the Secretary's Office and Division Administrators on legal issues and litigation.
Prior to her most recent role at DHS, Ms. Rowe worked at the former Department of Regulation and Licensing for three years. She was a Division Administrator of the Division of Enforcement where she managed a division of 50 staff consisting of attorneys, paralegals, investigators and program support staff for one year and as Deputy Secretary for two years managing internal operations and supervising four division administrators and the General Counsel.
Ms. Rowe was also a DHS staff attorney for seven years where she primarily handled regulatory issues and represented DHS at administrative hearings. She also was an Executive Policy and Budget Analyst in the State Budget Office for six years analyzing public policy and budget issues and presenting recommendations to the Governor and Secretary of DOA and has also served as an auditor and rate analyst at the Public Service Commission. Rowe received her law degree from the University of the Pacific-McGeorge School of Law in Sacramento, California.
