New funding opportunity

The Department of Health Services (DHS) announces the availability of funds made available through Wisconsin ACT 127, which appropriates state General Purpose Revenue funds for a statewide Child Psychiatry Consultation Program. This application has an initial 12-month contract from July 1, 2024, to June 30, 2025, with renewal funding available through June 30, 2029, for $2,000,000 annually. What is the goal of CPCP?

The Wisconsin Child Psychiatry Consultation Program (CPCP) provides consultation, education, and referral support to enrolled primary care providers. These providers typically care for kids and teens with behavioral health concerns.

CPCP is a model designed to address child and adolescent psychiatry shortages. The Wisconsin CPCP works like other similar national models. It’s one part of the puzzle to address behavioral health needs of kids and teens in Wisconsin.

The Medical College of Wisconsin designed and developed this state model. They received support from Children’s Hospital of Wisconsin and DHS.

What does CPCP provide?

The Wisconsin CPCP supports the behavioral health needs of children and families. It provides:

  • Provider-to-provider consultation to answer questions and offer information about:
    • Screening and diagnosis.
    • Medication management.
    • Treatment recommendations for behavior or other therapy.
  • Referral support for providers. This helps their pediatric patients and families with referrals to other mental health providers and community resources.
  • Education and training for enrolled primary care providers.

The Wisconsin CPCP does not give direct care to patients.

How can providers enroll and access CPCP?

Enrolled providers can get support in three ways:

  • Phone or email consultations—Request child or adolescent psychiatric consultation. You can expect to receive a response within 30 minutes for phone calls and within one business day for emails. CPCP staff include a child psychiatrist, a psychologist, and intake coordinators. They are available by phone or email Monday through Friday, 8 a.m.–5 p.m.
  • Online and in-person training—Access online and in-person trainings on:
    • Screening and assessment.
    • Treatment recommendations.
    • Psychopharmacology for mental health and psychiatric disorders.
  • Referrals—Get help with referrals that connect children to other local mental health resources.

How is CPCP funded?

CPCP is funded by state general purpose revenue dollars, given to DHS in 2013. The Medical College of Wisconsin applied for and received funds from DHS.

In 2018, DHS was awarded a time-limited grant from the U.S. Department of Health Resources and Services Administration, Maternal Child Health Bureau. The grant allows CPCP to extend services to more primary care providers in south and southwest Wisconsin.
