DDB Medical Consultation Services 

The Disability Determination Bureau (DDB), Division of Health Access and Accountability (DHCAA) Department of Health Services (DHS), State of Wisconsin makes determinations of disability under Titles II, XVI and XIX of the Social Security Act under contract with the Social Security Administration (SSA). The disability determination process requires consultation services from qualified doctors of medicine or and other specializations, hereinafter referred to variously as Consultants, on an ongoing basis in order to complete the disability determination function. All consulting work is the review of electronic and written records and reports. Consultants do not have any direct patient contact. DDB is interested in receiving proposals from professionals with a wide variety of clinical and disability related experience. This Request for Proposal (RFP) has been designed to meet the needs of the agency while permitting a wide range of medical professionals to have the flexibility to meet the consulting specifications outlined in the RFP. Cost Reporting and Cost Settlement Services 

This document is designed to provide interested parties with information to enable them to prepare and submit a proposal to the Department of Health Services (DHS) for the provision of a web-based cost reporting tool and cost settlement services for the Wisconsin Medicaid Cost Reporting (WIMCR), Comprehensive Community Services (CCS), and Community Recovery Services (CRS) programs and eventually programs within the Division of Long-Term Care (at the Department’s discretion).
The primary business objectives of this procurement include:

  • The integration of Medicaid cost-reported programs into a single cost reporting tool administered by a single vendor. Currently, programs use different vendors and different cost reporting methods.
  • The development of a trial balance worksheet as a means of ensuring that county cost allocation methods are sound and are not resulting in duplicative cost reporting across substantially similar programs. WIMCR, CCS and CRS provide similar services, so a comprehensive tool, uniform cost reporting structure, and uniform reconciliation process are necessary to ensure that the same cost is not reported twice.
  • The provision of cost settlement administration services for identified Medicaid programs.

The WIMCR, CCS and CRS programs represent Medicaid health care services provided by county governments. The cost reporting tool under this RFP must capture county agency costs so that it is transparent that program direct costs have been appropriately reported. Additionally, the tool must ensure that non-direct and overhead costs are allocated appropriately and consistently across county programs. The state believes that to achieve this objective of transparency for Medicaid claiming, the tool must capture county agency costs both inside and outside of Medicaid programs.

The contractor will be expected to perform within a dynamic regulatory and legislative environment which can produce swift and significant impacts on rates. Therefore, the actuarial entity may be directed to develop multiple models and actuarial scenarios to assist the Department in determining the impact of the proposed regulation or legislation. The contractor must have the capabilities to review, understand and advise the Department on expected solvency of healthcare plans and other issues that affect the Department’s health and long term care programs.

Crisis Intervention Team Training

DMHSAS is soliciting Proposals that demonstrate a high quality, innovative and cost-effective statewide training plan to increase the total number of active CIT law enforcement agencies and officers in addition to CIP facilities and correctional officers. Proposers are encouraged to design initiatives to provide training to local partnerships throughout the state, including urban and rural areas.
CIT is a program that trains police officers to respond effectively to individuals experiencing a behavioral crisis. The 40-hour training consists of lectures on mental health-related topics, available community-based services, interactive de-escalation skills training, and on-site visits. Participating law enforcement officers are usually patrol officers that volunteer for the training.

Grant for Child Psychiatry Consultation Program for Primary Care Clinicians

The purpose of this document is to provide interested parties with information to prepare and submit an application to create a Child Psychiatry Consultation Program (CPCP), as directed in 2013 Wisconsin Act 127. This Act requires the Department of Health Services (DHS) to increase mental health care access for Wisconsin’s children. One $500,000 grant will be awarded to an applicant that can meet the minimum requirement of a 50% ($250,000) match of either cash and/or in-kind contributions. The goal of the Child Psychiatry Consultation Program is to improve the quality and availability of community based services and supports. The program will provide consultation services to primary care clinicians (PCC) for enhancing care to pediatric patients and their families with mental health care needs; provide referral support for those pediatric patients who may be considered beyond the scope of primary care; and provide referrals to community resources.

Treatment Alternative Program

The Department of Health Services (DHS) represented by the Division of Mental Health and Substance Abuse Services (DMHSAS) is providing interested parties with information to enable them to prepare and submit a proposal for the development and operation of treatment alternative programs (TAP) for justice involved individuals with substance use disorders. The TAP grant program was established in 1988 by the Wisconsin Act 339 and modeled after the national Treatment Alternatives to Street Crime (TASC) programs. TASC was later renamed Treatment Accountability for Safer Communities initiated under the Drug Abuse Office and Treatment Act of 1972 in response to the recognized links between substance use and criminal behavior. Under this authorization, Wisconsin Department of Health Services established Wisconsin Administrative Rule 66 to implement the program and provide grants to local agencies.

Peer Run Respite

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the development and operation of a Regional Peer Run Respite (PRR). Peer Run Respites are home-like facilities run by and for individuals who have lived experience of mental health and/or substance use disorders. These programs are intended to serve as a short-term, residential resource for individuals who are experiencing an increase in symptoms, stressors or exacerbations, and who are in need of support and supportive services to aid in their recovery and thereby avert crises and avoid hospitalization. Proposals must be submitted by qualified applicants, defined as: incorporated public or non-profit organizations that are community-based and consumer-directed, with board representation of at least fifty-one percent consumers with mental health and/or substance use disorders. Agencies should have experience with coordinating and providing peer support and sufficient infrastructure to establish and operate a facility available to consumers 24 hours a day, every day of the year (24/7). The Department of Health Services (DHS) intends to use the results of this solicitation to award up to three contracts that meet federal and state requirements, in the amount of $441,666 each.
