Performance-Based Contracting and Grants and Contracting (GAC) Application

The Wisconsin Division of Public Health (DPH) has implemented a model for the contracting process between DPH and its partners, local health departments (LHDs) and private agencies. The model is performance-based, rather than cost-based reimbursement. It requires a higher level of accountability by the contractee agency and allows the DPH to specifically measure the results of what its funding has purchased.

Performance-based contracting requires the negotiation of objectives that reflect desired outcomes or products, price, and risk. This process, which must take into account goals and focus across multiple program areas, requires electronic monitoring and documentation of decisions. The Grants and Contracts (GAC) System supports, and is an integral part of the management of this process.
