Background
Additional funding for the Coordinated Services Teams (CST) Initiative is available through December 31, 2026. This funding must be used as outlined in this funding opportunity announcement, with each application addressing both areas.
- Workforce development and training
- Enhance whole family care in any of the following areas:
- Mental health family support projects
- Employment opportunities for people with lived experience
- Mental health crisis intervention
- Public mental health information activities
Eligibility for funding
Tribal nations and counties with current 2026 CST contracts that submitted performance reports and final expenditure reports for the 2025 CST contract year are eligible to apply for this one-time funding.
Tribal nations and counties should contact their DHS CST contract administrator if they are unsure if they are eligible to apply for this funding.
Award and contract terms
The contract period for awarded recipients will be June 1, 2026, through December 31, 2026.
Tribal nations will receive a one-time contract that ends December 31, 2026.
For counties, this funding will be added to the existing state/county contract that ends December 31, 2026.
Funding terms
The total amount of funding available is $557,000 and must be split in the following manner:
- $218,000 for workforce development
- $339,000 to enhance whole family care
Individual grant amounts will be determined by the number of applications, available funding, and the information contained in the application. Requests may not exceed $18,000.
DHS may negotiate the terms of the contract, including the award amount, with applicants prior to entering into a contract.
There is no match requirement for this funding.
Each application must address both focus areas. Workforce development and training must be 39% of the total funding request. Whole family care must be 61% of the total funding request.
All recipients of this funding must follow state allowable costs as well as federal block grant requirements.
Prohibited expenditures include:
- Inpatient services
- Cash payments to intended recipients of health services
- The purchase or improvement of land or the purchase, construction, or permanent improvements of any building or other facility
- The purchase of major medical equipment
- The satisfaction of any requirement of nonfederal funds as a condition of the receipt of federal funds
- Financial assistance to any entity other than a public or nonprofit entity

Applications must be submitted by 11:59 p.m. May 22, 2026.
