Wisconsin Intellectual and Developmental Disabilities and Mental Health (IDD-MH) System Improvement

Wisconsin Intellectual and Developmental Disabilities and Mental Health (IDD-MH) System Improvement aims to improve systems and services for people who have IDD-MH needs. The project started in 2022 when the National Center for START Services evaluated the state’s service system for people with IDD-MH needs. The evaluation resulted in the START Scan (PDF).

The project steering committee released the Wisconsin IDD-MH System Improvement Report (PDF) in June 2024. This report is the work of more than 1,300 self-advocates, providers, and partners who collaborated to provide these recommendations through the project steering committee, subcommittees, and work group. The report gives 37 specific recommendations for improving systems and services for people with IDD-MH needs in Wisconsin.

Now, work is starting to turn plans into actions. The steering committee has chosen subcommittees to lead work on a few prioritized recommendations. More opportunities to get involved are coming soon, too!

Introducing the Community of Practice

Working together as a team

People from across the state will need to work together to successfully implement the recommendations in the Wisconsin IDD-MH System Improvement Report (PDF). The Wisconsin Department of Health Services (DHS) does not own this work. While some recommendations fall within DHS control, many rest with partners, providers, advocates, and others. This is the Community of Practice.

The steering committee hosted an online kickoff meeting for the Community of Practice on December 12, 2024.

 Subcommittees

Community of Practice members and other experts are implementing and advising on specific recommendations and reporting back to the steering committee.

The steering committee will recruit subcommittee members as work continues. We'll send an email to our Community of Practice each time we add a new opportunity. Make sure to join the Community of Practice to get notifications.

The following subcommittees are currently doing work:

  • Subcommittee 1.2
    • Recommending a path for people to “step-down” from crisis stays for up to 180 days
    • Involves county agencies, IRIS agencies, managed care organizations, advocates, mental and behavioral health providers, residential providers, self-advocates, state center staff, and DHS staff
  • Subcommittee 2.1
    • Providing training, mentoring, and ongoing collaboration between current professionals
    • Involves advocates, families, mental and behavioral health providers, university staff and students, state center staff, residential providers, and DHS staff
  • Subcommittee 5.7
