Chapter DHS 118
Introduction and purpose
This is a request for comments on the economic impact of draft proposed rules in ch. DHS 118, relating to trauma care.
This request is made by the Department of Health Services under s. 227.137, Stats., to solicit information and advice from individuals, businesses, associations representing businesses, and local governmental units who may be affected by the proposed rules for use in analyzing and determining the economic impact that the rules would have on businesses, individuals, public utility rate payers, local governmental units, and the state’s economy as a whole.

INITIAL REGULATORY FLEXIBILITY ANALYSIS
The proposed rule will have an effect on small businesses, as defined under s. 227.114. The proposed rule will impact any small business that uses radiation generating devices or radioactive material including x-ray machines used in medical, chiropractic, and veterinary care; manufacturing materials testing, process control, quality assurance; professional materials testing services or other radiological service providers; and research and development laboratories. There are no new proposed reporting, bookkeeping or other procedures required. The proposed rule provides relief from stricter licensing requirements for some potential small business that use industrial X-ray florescence devices. The professional skills necessary for compliance with the rule are commensurate with the training and experience necessary to safely use the source of radiation. For example, a radiographer receives training as part of their school train, an industrial device manufacturer will provide training and instruction when an industrial device is purchased by a customer.
