Introduction

Updated contact information for the Bureau of Children’s Services Technical Assistance Center (TAC).

Chapter 2

Provided explanation of the County Allocation Methodology with the newly published Division of Medicaid Services (DMS) Numbered Memo 2023-02.

Chapter 3

Included new Child Find Outreach Resources to assist local programs in establishing a comprehensive child find system through the Comprehensive Child Find Checklist and improve outreach efforts to underrepresented populations through resources directly pertaining to: Children and Families Experiencing Homelessness, Children and Families Exposed to Substance Use, and Children and Families Residing On and Off Reservations.

Additionally, the Wisconsin Department of Health Services (DHS) provided the McKinney-Vento Homelessness federal definition and directions on appropriate identification within the Program Participation System (PPS).

Chapter 10

Provided ForwardHealth Handbook Topic #21278 regarding complementary services to ensure Birth to 3 Programs do not restrict access to Birth to 3 Program services if a child is also receiving like or similar services in an outpatient therapy setting.

Chapter 12

Included a link to the most current list of Wisconsin Special Education Mediation System qualified mediators and updated mediation brochure.
