General
A: The Wisconsin Health Improvement Planning Process (WI-HIPP) is an opportunity to identify three to five priority health issues around which the Department of Health Services and partners across Wisconsin can work together to improve health in Wisconsin. The process builds upon the work done by local health departments and hospitals in community health assessments and improvement plans throughout the state. Over the next year, this planning process will be used to create a state health assessment and a state health improvement plan:
- The Wisconsin Health Assessment will provide an overview of the health of the people of Wisconsin and summarize the data that will guide the selection of the top three to five priorities for the state health improvement plan.
- The Wisconsin Health Improvement Plan will focus on these priorities and will create and support solutions for better health, with strategies and measures, for collective action by public health partners across Wisconsin.
Our goal is to continue to build upon the community efforts of HW2020 to improve health in every Wisconsin community. This process needs you and your input. Through the WI-HIPP webpage, webinars, and other activities in the community, we will seek your feedback and support in creating and implementing Wisconsin’s public health plan.

A: Through the work of more than 1,500 stakeholders throughout Wisconsin, Healthiest Wisconsin 2020 created the foundation for WI-HIPP. In addition, the following have informed or are connected with the process:
- Local and tribal health departments
- State Innovation Model (SIM) grant and the State Health Innovation Plan
- Public Health Council and the State Health Plan subcommittee
- Subject matter experts
- Community partners
A: When the efforts of local, tribal, and state health improvement plans are aligned, the impact of each individual plan and effort is magnified. The goal of WI-HIPP is to help identify a few ways in which communities at every level can support the same strategies and activities.
Health issues
A: A health issue can be a health problem (e.g., heart disease or depression) or a factor that contributes to good or poor health (e.g., healthy eating, exercise, smoking, or illicit drug use).
A: The WI-HIPP Steering Committee has thoughtfully worked through the issues that were submitted for consideration, and has identified the following priorities for the State Health Improvement Plan:
- Alcohol Abuse
- Nutrition and Physical Activity
- Opioid Abuse
- Suicide
- Tobacco
There will also be an overall focus on Adverse Childhood Experiences (ACEs), trauma, and resilience, with both overall strategies as well as strategies tied to the priorities.
A: All health issues are important to the Wisconsin Division of Public Health and Department of Health Services. Your important issue will continue to require the attention of the Division of Public Health and our partners, but it may not meet the criteria to become a statewide, multi-sector health priority at this time.

Steering committee
A: The Wisconsin Health Improvement Planning Process (WI-HIPP) Steering Committee is a group of multi-sector community leaders charged with recommending public health priorities, goals, objectives, and strategies to improve the health of all Wisconsinites. The role of the Steering Committee is to provide guidance on and oversight of the planning process and documents.
A: The Steering Committee convened four times throughout WI-HIPP. The meetings took place on:

Healthiest Wisconsin
A: WI-HIPP is built on the foundation of Healthiest Wisconsin 2020, the current state health plan. WI-HIPP will produce two documents, the Wisconsin State Health Assessment and the Wisconsin State Health Improvement Plan. WI-HIPP, and these two documents, will help identify priorities within Healthiest Wisconsin 2020 for measurable improvements by 2020.
A: The Wisconsin Health Assessment that will be drafted as part of WI-HIPP replaces the traditional Midcourse Review. Future Health Assessments will be completed at least every five years, which will provide ongoing updates not only on Wisconsin’s health status, but also on the data sources available and utilized.
