About Us
DHS administers thousands of grants each year to external partners and community organizations. To support this important work, DHS created the Office of Grants Management (OGM) to provide agency-wide guidance, technical assistance, and oversight for staff administering external grants.

The role of OGM
In collaboration with subject matter experts throughout DHS, OGM provides the agency with centralized grantmaking functions that emphasize customer service, compliance with federal requirements, and consistency in the grants process. Key functions and services include:
- Developing and implementing consistent, agency-wide policies and procedures along with standardized tools, templates, and guidance.
- Developing, implementing, and maintaining an agency-wide grant administration system.
- Supporting division staff at all points of the grant process through consultation and guidance.
- Providing strategic direction to promote continuous improvement of DHS’ grantmaking through ongoing trainings, technical assistance, and capacity building for staff and external partners.
- Provide end-to-end grant administration functions for strategic, cross-cutting state and federal funding initiatives.
Major initiatives
Rural Health Transformation Program (RHTP)
DHS applied for the Rural Health Transformation Program and received a first-year award. OGM is leading the implementation and oversight of the program to provide grant funding for several rural health initiatives. This strategic initiative will strengthen DHS’s capacity to administer large-scale, federally funded programs while promoting equitable, efficient, and sustainable health systems throughout Wisconsin.

Grant administration system development and maintenance
OGM is leading implementation of a new grant administration IT system that will serve as a centralized platform to support the full lifecycle of all DHS-administered grants. The system will accommodate diverse funding structures and allow flexibility for unique federal and state requirements. The system will ensure accountability, efficiency, and scalability by standardizing many aspects of the grant lifecycle.
