Summary of Revisions to the Children's Community Options Program Procedures Guide

The updates included in the April 2026 version of the Children's Community Options Program (CCOP) Procedures Guide, P-01780 (PDF), are summarized below.

Chapter 2: Funding

  • § Administrative Costs: changed language from CARS to GEARS, and HSRS to HEART to reflect the new systems used for CCOP reporting.
  • § Procedures for Purchasing Goods and Services: added language to better reflect what counties can pay for using CCOP. Added “goods” to “direct reimbursement to the family for completed services.”
  • § Parental Payments: added a hyperlink to the Parental Payments resource document.
  • § Unspent Allocations: changed language from CARS to GEARS to reflect the accurate system used for CCOP reporting.
    Chapter 3: Intake and Eligibility
  • § Change Reporting and Eligibility Redetermination: removed mention of Wraparound Milwaukee.

Chapter 5: Supports and Services

  • § Service Categories: replaced SPC with service categories to reflect the new change that retired SPC codes.
  • § CCOP Service Categories: removed the SPC table and replaced with the new service categories along with definitions. This change will not increase or decrease goods and services being provided through CCOP. The previous 61 SPC codes cascade into the 14 new service categories.
  • § Consumer and Family-Directed Supports: replaced SPC with service category.

Chapter 6: Incident Reporting and Restrictive Measures

§ Emergency Use of Manual Restraints: changed the specific section numbers referenced from the CLTS manual to accurately reflect where the specified information can be found.

Chapter 8: Reporting, Coding, Records, and Closure 

  • § Reporting Requirements: removed all references to HSRS and HSRS specific instructions and replaced with information on HEART.
  • § Coding: removed references to HSRS and HSRS specific instructions and replaced with information on HEART.
  • § Fiscal Records and Reporting: removed references to HSRS, HSRS specific instructions, and CARS and replaced with information on HEART and GEARS.
  • § Closure of Participation: removed reference to HSRS and replaced with HEART.

Appendix A: Common Acronyms

§ Acronyms: deleted SPC and HSRS from acronym list and added in HEART.

Appendix D: Rights and Responsibilities Notification Template

§ Right to Appeal: included language to match other areas of the procedure guide regarding appeal rights when the reasoning by the county is lack of adequate funding. In these cases, the state does not have jurisdiction to review appeals related to the lack of adequate funding for CCOP. Added the state statute for reference.
