Public Health Outreach and Response Team

The Public Health Outreach and Response Team (PHORT) enhances and expands life-saving services in Wisconsin to reduce overdose deaths and infections associated with substance use.

Services offered by the PHORT

Mobile services

The PHORT offers mobile services that include the distribution of life-saving supplies, connecting people to treatment and mental health services, wound care, and infectious disease testing and treatment. All services are free and include:

  • Nasal and intramuscular naloxone.
  • Infectious disease prevention tools.
  • Fentanyl and xylazine test strips.
  • Sexual health, hygiene, and comfort items.
  • Rapid HIV and hepatitis C testing.
