Birth to 3 Program: Annual State Application Under Part C of the Individuals with Disabilities Education Act

A Part C Grant Application (PDF) is submitted annually to the Office of Special Education Programs (OSEP) within the U.S. Department of Education to receive a federal grant award under Part C of the Individuals with Disabilities Education Act (IDEA). This federal grant helps to fund the Wisconsin Birth to 3 Program. The Wisconsin Department of Health Services Birth to 3 Program submits the Part C grant application for Wisconsin. We anticipate receiving federal fiscal year 2026 funds on July 1, 2026.

As part of the application process, Wisconsin publishes its Part C grant application throughout the state at least 60 days prior before it is submitted to OSEP. There was an opportunity for public comment on the grant application for at least 30 days during that 60-day publication period. The comment period is now closed.
