Birth to 3 Program: Annual State Application Under Part C of the Individuals with Disabilities Education Act
Each year, a Part C grant application (PDF) is made for a grant award under Part C of the Individuals with Disabilities Education Act.
The application is made by the Wisconsin Department of Health Services (DHS), Bureau of Children's Services, Birth to 3 Program. We received the funds for 2023 on July 1.
As part of the application process, Wisconsin publishes its Part C grant application at least 60 days before it is given to the Office of Special Education Programs. The public can comment on the grant application for at least 30 days during that 60-day period.
For the 2023 Part C grant application, all states are required by Section 427 of the General Education Provisions Act (GEPA) to describe how the state has identified barriers and developed strategies to address barriers to ensure equitable access to, and participation in, Part C. The form consists of four questions that outline existing policies and or commitments to ensuring equitable access and participation in Part C, barriers that impeded on equitable access, steps to address barriers, and the timeline for addressing identified barriers.
