Birth to 3 Program: State Performance Plan

Wisconsin is updating the Wisconsin Model Early Learning Standards (WMELS). We’re inviting parents, caregivers, and professionals who support children from birth to first grade to complete a 15-minute survey to help shape what’s included and how it’s delivered.
The State Performance Plan is a plan required by the federal government. It includes targets for each state’s program performance.
In the State Performance Plan, the state must include:
- Baseline data. This data must reflect the state’s efforts to carry out Part C of the Individuals with Disabilities Education Act.
- Measurable targets. Targets are included for each of the indicators given by the DOE Secretary in the priority areas under section 616(a) of the Individuals with Disabilities Education Act.
- A plan for how the state will improve how it carries out Part C.
