Overview of elimination plan

The State of Wisconsin Viral Hepatitis Elimination plan (2025–2030), P-03783 (PDF) outlines goals and strategies to eliminate hepatitis in Wisconsin. It was developed in collaboration with partners across the state and will guide hepatitis testing, vaccination, treatment, and prevention efforts.

The plan is consistent with the World Health Organization's mission to eliminate viral hepatitis by 2030 and was founded in the CDC (Centers for Disease Control and Prevention's) Viral Hepatitis National Strategic Plan goals.

Elimination plan key goals

Data and surveillance: Wisconsin DHS will use its data systems and collection strategies to better inform viral hepatitis testing, treatment, and vaccination practices and provide transparent and accurate surveillance reports to Wisconsin residents, clinicians, and community partners.

Awareness, education, and resources: Wisconsin DHS will employ a variety of strategies to promote awareness of and reduce stigma around viral hepatitis. Resources and education about viral hepatitis prevention and treatment will be made available to Wisconsin residents.

Clinical strategies: Residents of Wisconsin will have greater access to comprehensive and equitable clinical services for viral hepatitis. This includes vaccination efforts for hepatitis A and B.

Populations of focus

While the elimination plan's goals support the health of all Wisconsinites, viral hepatitis disproportionately affects some groups of people. The largest gains in viral hepatitis elimination will be made with collective efforts to address viral hepatitis among the communities that are most affected. These groups have been identified as populations of focus in the plan and include:

People involved in the justice system
People living in rural areas.
Pregnant people and perinatally exposed infants.
Immigrant and refugee communities.
Native communities.
People who use drugs.

DHS monitors key indicators to achieve viral hepatitis elimination goals. Many of the measures align with those described in the CDC's Viral Hepatitis National Strategic Plan. The metrics are grouped into fives areas of focus:

Prevent new viral hepatitis infections
Prevent perinatal transmission of viral hepatitis
Reduce viral hepatitis-related morbidity and mortality
Reduce viral hepatitis-related disparities and inequities
Increase access to viral hepatitis testing and treatment
