A Part C Grant Application (PDF) is submitted annually to the Office of Special Education Programs (OSEP) within the U.S. Department of Education in order to receive a federal grant award under Part C of the Individuals with Disabilities Education Act (IDEA). This federal grant helps to fund the Wisconsin Birth to 3 Program. The Wisconsin Department of Health Services, Bureau of Children's Services, Birth to 3 Program submits the Part C grant application for Wisconsin. We anticipate receiving federal fiscal year 2024 funds on July 1, 2024.

For the 2024 Part C grant application, Wisconsin has revised its Section 427 of the General Education Provisions Act (GEPA) (PDF) form to describe new initiatives the state has taken to address barriers to ensure equitable access to, and participation in, Part C. The form consists of four questions that outline existing policies and commitments to ensuring equitable access and participation in Part C, barriers that impeded on equitable access, steps to address barriers, and the timeline for addressing identified barriers.

As part of the application process, Wisconsin publishes its Part C grant application throughout the state at least 60 days prior to the date it is submitted to OSEP. There is an opportunity for public comment on the grant application for at least 30 days during that 60-day publication period.
